Disasters are fundamentally socially constructed events, which means that they are deemed disasters because of their impacts on people, the environment, property, and the economy. Disaster and Emergency Management practitioners need to understand how events affect people, and how people can be supported through Emergency Social Services (ESS) programs. Students will learn the structure and components of ESS, including key agencies that are involved, and common issues that arise during disaster and emergency events. Students will also study a range of activities and processes that are commonly used to mitigate human suffering and minimize the effects of the event on those directly or indirectly impacted. Emphasis is also placed on establishing effective systems for registration and inquiry, considerations for pet and livestock care, as well as best practices in key service areas such as the provision of clothing, food, and shelter.
